They don't have to....it's just an option. I mean, if they're going to run the train (as it looks like they did in the video), and some knucklehead idiot gets hurt climbing between the cars, what is going to be cheaper for BNSF? Having their legal department deal with this case for the next few years, or avoiding it all together and paying a relatively small amount to avoid it in the first place? It's not an ideal situation, and a pedestrian overpass should have been built long ago. But until that happens, they have to deal with reality and what the current situation is.

I don't know anything about this one, but I'll take a wild guess based upon my experiences over the years......Someone who knows nothing about trains called 911 because they saw an empty, "abandoned" train with the engine running. They found it to be suspicious, called the police, and said that a big freight train was sitting there with the engine running and nobody around, and it was pointed in the direction of San Diego. The result? Police officers get dispatched. No biggee.....cops get sent to stupid calls all the time. It's what they get paid to do. I've been to 911 hang-ups before (city policy--send 2 officers to make sure the people are okay), and that is a very routine call. But when a neighbor looks out their window and sees 2 police cars pull up across the street to their neighbor's house, they then write to the local newspaper rag and talk about "police surrounding a house" and wanting to know what happened. Stuff like that happens all the time.....
