I understand that these statements came from respectable railfans. However, I am having a hard time believing that the 25 came to fill in for 19 because she was down. The Yreka Western still had one of their 0-6-0's, #8 on standby status in light on such an event. In 1956, the YW acquired #18, eliminating the need to keep the other small switcher on hand, so it was sold for scrap.
