Just for sh!#$ and giggles, here is the tonnage ratings for the #25 over the various portions of the railroad in 1942. All figures are in M's (1,000 pounds).
McCloud to Pierce, Mt. Shasta to Big Canon- 375 Ms
McCloud to Hambone, McCloud to Pondosa- 700 Ms
Hambone to White Horse- 850 Ms
White Horse to Lookout- 1,500 Ms
Lookout to Hambone- 900 Ms
Hambone to Car A, Pondosa to Car A- 1,250 Ms
Car A to Young Spur- 1,600 Ms
Young Spur to McCloud- 1,800 Ms
Divide the M figures above by two to get tons. The five Baldwin mikados on the railroad at the time all could outpull the #25 by 150-500 Ms on all segments.
It is true that the #25 could outpull the #18 in recent times...but that was more due to some some problems with the #18's running gear and suspension than the overall capabilities of the two locomotives.
