You bring up a good point. Since it is a General Contractor (Ames Construction) performing the grading and bridgework, its equipment is what the additional security forces are protecting. So, in addition to the ordinary caution to be exercised around railroad right-of-way (which has been staked throughout this project), it is a construction site and needs to be approached with that in mind ...

Railroad photography can be done quite easily in Cajon Pass from the adjoining hillside vantage points. Access via Forest Service roads is doable with a properly equipped vehicle, so there is no need to violate BNSF's R/W.
