Regardless if it is a for-profit or a non-profit operator of the train, with employees, volunteers or in combination, it still must be operated in a safe and business-like manner.

Excursion (or historical demonstration) trains rely on visitors spending money, and for revenue to exceed expenses. Potential visitors have plenty of other venues competing for their time and money. Just beause it might be a volunteer, it still doesn't excuse them from acting in a professional manner.

Many museums now rely heavily on special event trains. In many cases, these trains utilize all the railroad's available resources. A sold out train does not necessarily mean the railroad is losing money - the cost of additional equipment for use a few trains a year may not be financially justified, or they may not have enough personnel.

In many cases, especially if you are traveling a distance just for the train, it is important to make reservations early.
