It wasn't the harbor district proposing this. The railroad proposals weren't even part of the agenda. The only thing the harbor district could of done tonight was approve or not approve using the money for accessing the dock in Samoa. In order to consider the railroad study proposal tonight it would required tabling the motion or rejecting the marine highway access. Nobody asked the district to put it on the agenda, so it wasn't. Commissioner Wilson did volunteer to work with HSU to do a study on the railroad route.

Some interesting things. The route has been surveyed for the past four years, from 1909 field notes. Also investors are willing to spend up to one billion to build or rebuild a railroad route and port.
