The environmental restrictions on cruise ships coming into Monterey Bay are stiff and all px have to be transported to shore by tender as there are no piers adequate for them to use. They started coming about 8 years ago and fewer and fewer come each year, particularly since the economic downturn in '08. It has not been the success that the local tourist industry hoped for.
