We took a cruise to Glacier Bay last spring, calling at Juneau, Sitka and Ketchican. All of them sized about like Eureka the towns around it. There was little to see in most ports and the eruption of jewelry and souvenir sharks pretty much ruined the area near the piers. Not a sight I'd wish on any place in spite of any economic gains - which (my guess) go to out-of-towners and only indirectly benefit locals through sales taxes.
The bus tours took folks out of the towns to good experiences, and they were quite popular in spite of their high price. That may be a real economic benefit. I understand that Skagway and White Pass could serve as some model for a revived NWP effort but don't know enough to say that's realistic.
It's hard to watch towns die economically iwthout wanting to prescribe some, any, medicine, but I'd take the "do no harm" part of the oath very seriously here.
