Isn't this the Modoc Northern playing out all over again? UP finds a sucker, allows them to become a "handling carrier" which, in effect, is a part of the UP with no identity. (With a handling carrier, UP retains the stations as UP stations, sets the rates, dictates the division of revenue, fuel surcharge, etc. and includes it in the total car movement rate.)

This is true with every segment the UP has leased to a shortline that I know of in recent years.

Another prime example of why governments shouldn't be in the railroad business...they can't even get it right within their own DMV's!
