I'm stuck here in no-man's land regarding Amtrak/intercity passenger rail. I absolutely DO want the government to stop running taxpayer-subsidized passenger trains, but I'd also like to see the federal government come up with a tax and regulatory policy that would encourage the Class I's to revive their own passenger services.

In other words, end the direct cash subsidies, enact a per passenger/mile tax credit (or something to that effect).
