While I agree that getting this line built may be very difficult (and I am not advocating for its constuction), the author of the piece in the link claims to be a former Caltrans Division of Rail Manager, and displays an astonishing lack of knowledge. Here's one:

Certainly some western railroads received land grants - but to New York City? Any facts to back that up? Oh, thats right, he worked for CalTrans as a manager!
