Even with the costs that make sense, I think that one will need to look at the falling container traffic from China, and the new port that will hit the UP in the south from Mexico. The real test is can it pay for itself with other ports that are not at capacity, and other building more capacity to feed the national rail system, not to mention the expanded canal.
