What you are proposing bears little resemblance to to what is written into Prop 1A. It promises an ultra-highspeed line connecting SF and LA that would be competitive with air and come possibly approach somewhat breaking even. What you endorse is what I call AmBART basically stringing together burgs in the San Joaquin Valley along 99 backyards and almond fields and then meadering off way east looking for the Lost Dutchman in the Tehachapis. It will require ongoing significant subsidies.
They have dumbed down hsr to the point it should go back on the ballot but of course it won't. The gang of influence peddlers and ward bosses that created it are now mothering it, the quintessential porkfest.
Now that the potential bidders know the patronage machine has made PB-CHSRA its pet project and is prepared to bankrupt the state to build it those contractors will act accordingly. Change orders on steroids.
But at least some who know a lot more than me see the BNSF picking up some pieces. That's a little consolation.
