Trains approaching men or equipment are required by the GCOR to sound a long and a short followed
by intermittant shorts until the head end has passed the work area. This doesn't seem to have been
done in the case of the BART accident. As to use of a lookout, it shouldn't be necessary if work
limits and/or track and time restrictions are followed. Not knowing if limits were even issued or
even if the men were "supposed" to be there it's hard to say what happened but I can tell you that
freight railroads don't operate like that.
