I was referring also to highway workers, and others who
work around vehicles that are not confined to fixed guideways.
I very much disagree that each and every worker can ever be
able to be their own look-outs. You simply cannot be
working on the highway and looking out for traffic at the
same time. Not possible. That is what I was referring to,
not working around trains. Safety should be a team effort.
