And AC's point is exactly correct, the state views the highway as universally beneficial and as
such is charged by it's public charter to maintain said road. There is an interesting point on
the trail, it would have to be paved and maintained if indeed the line was converted to a trail.
Again, whatever state agency absorbed the trail, would have responsibility for it's safe
condition and yes if the weather took it out they'd have to fix it - ironic huh?
