Sorry to weigh in so late on this but I just gotta comment...

The Columbia River Bar is indeed one of the worst in the world- for maybe 2% of the year. For most of the year it is quite passable, even for tows. The Tillamook bar however IS restricted and highly unreliable for much of the year except during summer months. It is not currently maintained for large tugs and tows. There are no facilities at present to accommodate a rail barge. If one were to be built, dredging (gasp!) would be required.
