Very out of touch with reality. The proposed Keystone Pipeline is oriented north - south whereas many (most?) trains hauling oil travel in east - west patterns.

Milwaukee Road's financial difficulties which were exacerbated by the costs of building and maintaining the Pacific Coast Extension in relation to the very limited traffic began well before the Carter Administration.
If you are going to be critical of the Carter Administration, then criticize it for not providing a loan to the Milwaukee Road to keep its line through Montana running. But then, providing that loan would constitute "government interference," right?
