During the Reagan years, much of America's industrial production was permanently shut down. There were many reasons for this, not all of which could be attributed to Reagan. But he did very little to help workers and communities Northeastern and Midwestern areas (also known as "the Rustbelt") impacted by industrial decline.
I believe Reagan should have pushed for trade restrictions to level the playing field between domestic and overseas manufacturers. However, even Reagan's successors like both Bushes and Clinton did very little to stem the flow of imported good coming into the US.
