The schemes I've seen for a second BART line in SF don't go out Geary (before turning south, not north), but even if they did that would be OK. Geary *SHOULD* belong to the Muni, but the Muni has no plans to do anything with it; if BART thinks they can scare up the money (and if they do think that, they're smoking some better stuff than clean diesel fumes over there), then that's great - at least something other than more buses on a street that can't handle the traffic now might happen.
BTW, have you ever looked at Federal planning requirements for roads and transit? Chances of anybody, BART or Muni, pushing a new rail line through GG Park or, worse yet, the Presidio (National Recreation Area!) are somewhere between slim and none - that's what the law says. The Doyle Drive reconstruction, in fact, almost didn't happen, despite the old viaduct being near failure. SF-Marin transit will be buses and ferryboats forever (hey, that's BFF...).
If BART ever reaches Santa Clara (some time in the next decade? maybe?), it might be time to start thinking about extending from Richmond across to San Rafael, if there isn't something better to work on (like finishing the Brentwood or Livermore extensions, both of which are actually in BART counties). If all of the potential IFs fall the right way, by 2050 you might, possibly, remotely, conceivably, have BART poke its nose into Marin. Not in any current plans, but as the kid in Angels In The Outfield said It Could Happen. Nothing in the Universe is truly impossible. And by then SMART will need a rebuild anyway.
Oh wait a sec ... real world isn't valid here ... alternative universe mode is still active.
