Lockheed closed the last production line in Palmdale about 15 years ago. Everybody maintains a flight test section at Plant 42 to build and test experimentals and one offs. You can paint in CA but the requirements for filtering the dirty air are severe. In the Clinton era you saw the loss of 250,000 high paying mfg jobs in aviation leave California. Lockheed has its "skunk works" in Palmdale but it is no where near the skunk works that brought you the F-22 F117 SR71 and U2.

Plants that were moved to Georgia have now been moved to SC and TX.
