1. Just how the hell does anyone, let alone BART, go about stealing money from someone who did not have it the first place.
2. And who says they "deserved" that money that they never ever had on their own, nor were ever granted by anybody.
3. The MTC was not created to fund BART. BART preexisted the MTC by a number of years, and got the bulk of its money via a property tax bond, voted for by a super majority of the people, as was required by law at the time. Did your pet project get any money that way - NO!
4. The MTC, as was ABAG, was created by the State Legislature at the demand of the Federal Government. The intent was that these commissions, being closer to the people of a given region than was Congress, would study out the pros and cons and priorities of various public works projects in the region; and then make recommendations to Congress regarding proposed congressional appropriations to partially fund competing projects. The MTC is required by federal law to follow very specific guidelines in making such recommendations.
It is generally just that simple. At the beginning of each federal grant cycle, each MTC in the country is given a proposed budget, and must prioritize accordingly. Generally the projects with the most bang for the buck that already meet federal guidelines are put at the head of the line.
So if the point of your post is just a @#$%& at Congress because your pet project didn't get an appropriation, maybe the passenger count per dollar invested needs to be improved soes it could compete better with the high productivity projects such as BART.
As for Quentin Kopp, he always was a first class putz and screwed up a lot of transportation projects - but that doesn't mean that there were any vast conspiracies
Oh BTW, all the above information could have been read in a large number of newspaper and magazine articles over the years. What yellow rags were you conspiracy trolls reading.
