Of course it is entirely too sane for most of this crowd
It did remind me of a few things, so I looked
There were TONS of reports and documents published about BART research
A few of them, not many, can be found online in public domain
Many others SHOULD be made public
Those in the Bay Area who know what a library is should be able to access most. The UC Transportation Center library is a good bet.
An eon ago I found a nearly complete set of monthly progress reports in the trash at PBQ&D and after hauling them around for several years, sent them to WRM, before their library was built- maybe those and some other stuff are available to view.
But to the point
I recall whiners about the power that BART selected. They didn't just come up with the idea over a cup of coffee, or reading a copy of Keily and Ashe's book. Tests/studies were made- there's a reports whose title suggests comparison between 1000v DC and 4160v three phase AC.
But beware, testing of trucks, brakes on and on were made at the DIABLO Test Track

Besides a selected bibliography of BART stuff by UC, this might be of interest:

Can't find one close by,[yet] so all I know is what the title sez and that it includes things back to the late 40s
