The point of "rail energy storage" is not to generate more power. The point is to deal with short term fluctuations in demand.
Nuclear, hydro and geothermal electrical generation systems don't respond well to turning on/off in 15 minute intervals. The point of the "Rail energy storage" is to handle 15 minute fluctuations and allow more conventional systems to generate baseload power.
