I was referring to the CA water project, which lifts water, off peak, both into storage, and over the "hump" at Tejon, with power once supplied by Rancho Seco, and Diablo Canyon, which I heard about back in the mid 80's. The CA water project also uses that "off peak" to lift water into the big west side dam at Los Banos, to give the water more "gravity" to continue to flow south.
I don't know about Edison in the San Joaquin basin complex, or the source of the off peak lift power they would use. There are extensive tunnel systems connecting that system, and I do seem to recall that maybe this was discussed on an old Huell Howser episode.
