Forgetting any dealings with UP to extend commute service to Salinas, I believe that the crew/trainset/timetable issues are somewhat of a problem as well. I can understand the talk in the early '90's of running trains from SF to Monterey but since all of the development has since taken place in the Salinas valley down to Gonzales and Soledad and not the Monterey peninsula, running the commutes to Salinas makes a lotta sense.
