Since when did the FRA require GE/EMD/any other locomotive builder to publish performance data for each locomotive?
Hint: It doesn't freaking matter.
Besides, Union Pacific (Southern Pacific) and BNSF (Santa Fe) have been operating trains for over 100 years in Arizona. The only issue is ONE aircraft manufacturer (Bombardier) didn't publish performance data for its aircraft above a certain temperature, so those aircraft can't operate in the heat of the day. Boeing, Airbus, Embrarer, did provide performance data and so their aircraft can legally fly. It's nothing more than a paperwork/legality issue.
