The purchaser is responsible for accepting delivery and I'm sure the Class I's all have people on staff competent to make such an inspection.
The only case that I'm aware of where the state or feds would inspect ties is if it was in a shortline rehab situation where the work was being funded by the state or county,
OPR has a current situation where we ordered two truckloads of RELAY ties from a Colorado outfit called Pioneer Sand/National Hardscape based on photographs and upon inspection after delivery less than half were relay and the rest barely #2 landscape grade.
Needless to say, we have refused to accept the junk and gave them 30 days to remove them from our property. Now they have sent the "goons" from a collection agency called VERICORE to threaten us. Good luck guys!
