The money spent on PTC is misdirected. Based on this article there are about 30 deaths per year due to rail accidents. Deaths due to highway collisions runs just under 40,000 per year. The 10 billion spent on PTC would have been better spent on putting PTC on trucks and building larger jails for drunk drivers. They are responsible for about 2/3 of the annual highway deaths.
