The technology and communications did exist and had been demonstrated by BN many years before the mandate by Congress. The technology we had at the time of the mandate was a quantum leap better than what BN had, when it first demonstrated that proof of concept. So that argument is nonsense.

The failure to follow through, failure of oversight, failure of leadership, lack of a clear purpose on how to do PTC right, in a timely and cost effective way, is to solely to blame for this failure, not the Congressional mandate, nor any lack of America's technological capabilities to do this better, faster, cheaper.
