Commute hours in the evening, are 4-7. BART calls it 430-630. Caltrain runs three fleets at 4, 5, 6 (express and limited trains leaving every 10 minutes or so). Their last limited trains come through early in the 7pm arena.

If SMART went to a colloquium on Bay Area commuter railroads and had to explain to their esteemed peers why their last commute hour train leaves at 529pm from the southern terminus, and that they then run four more trains from 7pm to 830pm that have less riders in toto than any one of the commute hour trains, these other managers would be shocked.

And if SMART went on to to explain why and how they issued to the public a much-discussed draft timetable in November 2016, a year after having received their full set of train sets, that showed half hour service during commute hours, only to issue another six months later which was even less useful and accomodating than the current timetable, there would by a public uproar.

Because either SMART knew in November 2016 that they couldn't deliver the full commute service, and chose to mislead. Or they didn't know until later, and chose to keep it a secret until the public noticed something very odd about the timetable testing trains in May of 2017 which didn't seem to be conforming to the draft timetable of November 2017.

Whichever case it is, it's bad news.

What did the SMART board and senior management know and when did they know it?
