HEP is Head End Power. It is electricity generated by the locomotive then distributed to the passenger cars by cables. It provides power for the lights, heat, air, diner, etc.
Some commuter locomotives use a smaller auxiliary diesel for this purpose but Amtrak locomotives use power off the main generator.
There is no reason to use HEP on a "normal" locomotive since freight cars don't need electricity.
