Under most circumstances this is correct. However, I have seen refrigerated containers (running in electric only mode) in a well car set (10 containers) that are all plugged into a common generator. In the cases I have seen, one of the well spaces is occupied by a "generator container" feeding all the refers in that set.
In a different scenario, this power could conceivably be provided by HEP. Of course, that would require a least one HEP locomotive, and well cars wired appropriately, but in a dedicated operation that could be feasible.
In many cases, reefer containers do not have a diesel engine, and the electrically driven reefer is powered by a generator hung from the trailer chassis, when on a trailer. On a ship, the ship presumably provides its own version of "HEP".
