I understand there was an engineering study done by Kaiser Engineers for the GG Bridge District in the '60's for a bus subway going down, I believe, Columbus Avenue in SF. My impression is that it called for a hybrid bus that would be powered electrically in the subway. I am not sure if there was to be a second deck for the buses on the Bridge. Obviously nothing came of that plan.
Some proof of feasibility should emanate from the fact that were two electric railways already operating in the North Bay around the time the first doodlebug was built.
I assure you that, were the political climate in SF to change, the GG Bridge District could and would magically and instantaneously produce an engineering study urging a second deck for automobiles. Remember cars and trucks pay tolls, the kind that pay for raises and perks, while buses and trains use up toll revenues.
What is most assuredly not feasible is SMART's financial future. With so few riders SMART will not be able to make a convincing case for the large subsidies that will be required to keep it running.
I still can't figure what about streetcars is not feasible. You just have to ditch the freight trains and the recession-cum-depression should take care of that.
