I am surprised no one offered dynamic braking as a reason for diesel inclusion. I believe the primary reasons for diesel inclusion are dynamic braking to reduce wear and heating on the mechanical brakes, and failsafe power in case of steam loco malfunction. I believe power assistance is fairly low on the list of reasons unless it is a single steamer in normal helper district territory.
