What appears to be going in here are seperation barriers, not fences, and that the tracks and path will be completely seperated. And yes this tunnel was double tracked. There is a lot of clearance. It looks to me like what they are doing is similar to the situation on the Golden Gate Bridge, where you have a barrier between the pedestrian lane and the traffic lanes. Except for the occaisional random looney, that seems to work pretty well.
The only valid criticism I have heard here is that it messes up any future double track. But, that may not end up being a very big operational problem if it is only this segment. Plenty of transit lines and passenger railroads run with sections of single track.
And, speaking as a regular bicycle and motorcycle rider, most folks on two wheels are not idiots nor do they feel they have a divine right to ride anywhere in defiance of sense and safety. Yes, there are a few morons, but there are also morons who drive cars and even just use their own two feet.
