I've ridden my bike a lot over the last several decades, both here in the Bay Area and in Santa Barbara, and you're quite wrong in what you said about "most folks on two wheels". The last 6 out of 8 bicyclists I've encountered at 4 way stops while driving my car totally ignored their stop sign and got pissed of if I made them stop by exercising my right of way to enter the intersection first (the right hand and time of arrival rules). These numbskulls also ride around crossing gates with dazzling regularity. Any cop will tell you that "share the road" applies to the bicyclists just as much as it does the motorists.
Looked things up on a 1935 timetable, and the tunnel at Greenbrae is tunnel #3 (2 tracks); the one at Chapman is #1 (one track). "California Park Hill" tunnel isn't an NWP designation.
