Studies done by the NCRA and the State of California estimate that it would cost a third of a billion dollars to remove the NWP from Dos Rios to South Fork. The Eel just happens be protected by the Feds and its designated as a WILD and SCENIC River. The removal of the railroad would require restoration, repair and MAINTENANCE of all of the culverts. ditches and other drainage features. Track would be removed but bridges would remain and tunnels repaired so ongoing maintenance vehicles would have year around access. Because of the water quality issues under the WILD & SCENIC act, debris can not be allowed to enter the Eel and foul the water. Thus the year around maintenance that will be paid out of your FEDERAL tax dollars. Current estimates to repair the railroad are around $100,000.00. Yes, its cheaper to open it up and run than shut it down because of the provisions of the WILD & SCENIC River Act and the cost involved to maintain water quality. Don't bother to argue this point with me since I am providing published facts concerning this question. I know going into this that the usual suspects will have a field day with this. With that said, have fun guys!
