Wizard is right. The viability of the NCRA-NWP needs to be established one way or the other. The Novato faction's strategy of trying to delay the NWP to death won't work because the political incrowd behind the NWP won't give up either. Both the FRA and the courts need to be on the receiving end of public criticism for unnecessary and/or intentional delays. The Press Democrat should be running editorials @#$%& about this waste of taxpayer money and abuse to the public interest.

Same applies to the Rohnert Park casino, which is being held up in federal court. The sad truth is that the locals alwsys wanted to get rid of the reservations and rancherias. Do you think the tribes would have ever given them up in the '50's if they knew that one day they would enjoy a monopoly of running casions on them? Never in a million years.
