For exactly the reason you've mentioned. Rather then spend a lot of time researching someone's IP history, then taking the time to write up and post some new rules, why not just contact the offender and talk things over?
If you go back up to my initial post that started this portion of the thread, you'll see that I asked about the status of selling the rights to the discussion board once AP closes up shop. It's not that I really care if this board lives or dies, but it's a question that's been asked before and I'm not aware of any concrete answers being posted. Since it's now been announced that AP will apparently bite the dust not later than the end of the year, I thought it was time to ask again.
"Espee99" posted a response to my question, asking that I contact him off-list. I did, and we had a nice chat. Not only that, but "Espee99" now has both my name and personal email address for future reference, if needed. Simple and easy.
On the other hand, if one is trying to make something as painful as possible, then creating more work for one's self is one way to do it.
