The last date I have seen mentioned was mid-October. Apparently the ROW is finished but needs FRA approval before trains can run again. I have seen no information on whether the FRA has completed its inspection or if they found defects.
A more serious barrier to the return of trains are the threats by a number of enviornmental groups to sue to prevent trains citing inadequate EIR.
Neither of these obsticles is subject the the control of NCRA or NWPInc.
