They've tried already to block this and been tossed in court was my understanding. It is generally very difficult for NIMBY's to stop actual operations once construction, based on the approved EIR, has begun or been completed.
The SMART/NWP train haters are going to do what the train haters are going to do, most of the mainstream environmental groups are not backing the NIMBY extremists on this one.
One new element of the debate we have in some Sou Cal NIMBYism is the creation of phoney environmental groups, privately incorporated as "non-profits" with really cool sounding "tree huggish" sort of names, that are in fact, just hired guns for whatever NIMBY's will pay the tab.
