Here is a cut and paste from the July 14th NCRA Board Meeting Agenda. It details what is left to complete.


At the NCRA Board meeting April 14 in Corte Madera, the Board approved an agreement with NWP Co. to complete specific "punch list" projects necessary to gain EO 21 compliance, and successfully restart freight service from the national rail interchange (Lombard) to Windsor. These projects, which are being financed by NWP Co., are to ultimately be funded by the RRIF loan which we expect to be approved in July or August.
The following projects and cost estimates are covered under the April 14 "Agreement to Complete Reopening Project Lombard to Windsor":
1. Repair Pull-aparts and Reanchor approximately 7 miles of CWR from Sears Point to Black Point Bridge, MP 29-36 $250,000;
2. Repair and Install Signals at moveable bridge sites, MP 2.9, 22.5, 37.2 $300,000;
3. Track Rehabilitation, Ignacio to Windsor, MP 25.8 — 62.9 $500,000;
4. Vegetation Control, MP 1-62.9 $62,000.
These projects are a subset of a total of 10 projects that were submitted to the FRA under a $3.18 million loan application finalized on January 20. On July 1, FRA legal counsel approved NEPA Categorical Exclusions for all of the projects except Black Point Bridge Automation. FRA Staff is awaiting a sign-off from the State Office of Historical Preservation, which will trigger a Categorical Exclusion for this project as well.
Our Project Manager, Dave Anderson, and freight operator, John Williams, have prepared a presentation to update the progress and the cost estimates for the four "punch list" projects listed in the April 14 agreement, and which were further described in a presentation to the Board in Healdsburg on June 9. Additionally, Dave and John will

highlight work totaling approximately $828,000 that must be completed prior to the EO 21 inspection and restart of operations this Fall.
Staff Recommendation: Staff recommends that the Board approve the addition of $828,000 to the agreement approved by the Board April 14. This would increase the total for start-up projects from $1.112 to $1.940.
We are not requesting any Board action today. The proposed amendment to the April 14 agreement will be presented to the Board at the regularly scheduled August 11 Board meeting.
