A good example of this ploy is a group called the "Coalition for the Sustainability of the Delta". (or something close to that) If you poke around you'll find that it is a lobbying effort funded by the Resnik's of Beverly Hills who hold incredible water rights in the central valley (Paramount Farms) and don't want the environmentalists to stop the flow of Delta water (preserve the smelt, etc.) The Resnik's are not exactly dirty boots farmers as they also own Telaflora, the Franklin Mint and etc. :-)
