The story lacks some important details and implies that he was simply left in the woods. By implication, the crossing was likey a grade crossing accessable by law enforcement by road. The story does not say if the train remained at the crossing before law enforcement arrived to take custody of the individual, only that the individual ran when they arrived.
If the train proceeded without waiting for the police, there is a big problem. Chemical imbalances in the body which include alcohol intoxication or a medical condition often look alike. If the employee was unable to determine what the problem realy was, it was foolish and likely illegal to abandon a person with a medical disablity, especialy one in crisis, along the railroad track.
