I lived in Britain for many years. I really tried to keep up my pashion for trains and railroading but it was a difficult challenge to do so. Nearly every track belonging to British Rail and later to the sold off BR rail lines to private interprise, is lined with galvinized mesh topped with barbed wire. The fencing usually runs to the end of a platform of a station, then continues at ta other end of the platform. It used to be, that if your intention was to hang around the platform area, you would need to purchase a Platform ticket, which allowed you access to the platform. If by chance railroad authorities asked you for your ticket and you produced one, they let you be. If you didn't have a ticket, they would ask you to get one first or direct you to a spot that a ticket was not required.
Most every main line station or depot HAD a pedestrian bridge. If it were a large station, many through tracks, then access was under the tracks. That was pretty neat. But, that 20% of the population I spoke off before, STILL would hop the fence as all the inner city/town graffti proved and if your house backed up to the tracks, theives took their chances with fast trains and third rail. The British Press didnt write much on those hapless folks if they weren't so lucky....
Whats this got to do with Davis? Merly an observation on how other societies deal with an age old problem. The chicken crossing the road.....
