Okay, I am not a lawyer and have never even played one on TV,
so this is not legal advice, but ...

It is my understanding that Amtrak trains and facilities are
not federal property in the same way that military bases,
national parks, etc. are. Amtrak is a government supported
corporation. As such, its property (owned or leased)
would be handled the same as that of any other corporation.

Also, it is my understanding that Amtrak police are not federal
law enforcement officers, just as the police of NS, CSX, and
other railroads are not federal officers. They are sworn officers
in their home states, but have jurisdiction in any states that
the railroad operates in.

I have encountered railroad police officers based in one state in
other states.
