Reactive versus proactive. I thought railroad police were mostly proactive as they guard valuable cargoes against theft. Would you comment on their priorities? Years ago, I heard that their priorities were the following:

1. cargo theft prevention
2. tampering & attempted train-wrecking
3. vandalism
4. simple trespassing
