Amtrak does indeed have cameras at their West Oakland facility. I don't know the number, but it isn't anything close to 150. They were installed sometime within the last two years or so following the EEO incidents and the employee vs. employee vandalism incident. Amtrak has always contracted with a private "rent-a-cop" firm to privide security at the facility, and it isn't regularly patrolled by Amtrak's own P.O.'s.
The presence, or lack thereof, of cameras or Amtrak's P.O. in West Oakland has had no effect on the area's crime.
