I was being factual and polite. The day after the FRA order was lifted I ran my speeder on an authorised speeder event with railroad escorts. It is a fact the rails are very rusty. It is also a fact that it is common practice for railroads to set a minimumn axle requirement for safe movement through crossings, for example The BNSF requires 12 axles. As a further matter of fact I know quite a lot about railroad crossings and track circuits. Lastly during the speeder event I had a long conversation with the senior Railroad guy present and the guys from Summit signal who fixed up all the crossings. They spoke at length on the rust and consequent problems they expected getting reliable track circuit operation at the beginning of train operations. That is why I think they are running with 3 loco's just to get enough axles for reliable crossing operation.
When they get a good polish on the rails I am sure they will reassess the axles needed.
